This is the cover table in TT. If you make a map specifically for FoK be sure to follow these guidelines.

a) Razor wire, Wire mesh .....6+(could be Stealth Cover)
b) High Grass, Crops, Buches Hedges, Fences ......5+(Light Cover)
c) Units (not applicable), Trenches, Gun pits, Tank traps, Emplecements, Sandbags, Barricades, Logs, Pipes, Crates, Barrels, Hill crests, Woods, Jungles, Wreckage, Craters, Rubble, Rocks, Ruins, Walls, Buildings, Wrecked vehicles ..........4+(Heavy Cover)
d) Fortifications ........4+(Heavy Cover)

Difficult terrain: rubble, jungles, woods, ruins, brush and scrub, rocky outcrops, boggy ground, low walls, hedges, fences, razor wire, barricades, steep hills, steams and other shallow water (as well as terrain that features that combine several types, such as a ruin surrounded by woods)

Since most of these terrain types are already covered by covers, those that arent could be classed as "negative covers" having only the slow down

Now that I think about it maybe there could be a map where you can fortify units in a building? That'd be cool, but I agree with the values of the cover, although I dunno how much razor wire would protect you from bullets...

Well, it did block only buildings... You have the perfect proof in Training Grounds ( the 6P Maps in the BR training center).
But it didn't have no other use than that... And I really couldn't see what was "blocking" the construction TBH...

Well, Razor Wires disrupt LOS, so, make tit harder to properly aim...

And about fortifying, you mean Garrison? Like in DOW 2??? I don't think that's possible... But wait, maybe we could use the same values that the Imperial Guard bunkers and etc... use.

But that would make different FX to be made for different factions AND different squads... A lot of work...

Well even if there was a map with buildings open enough to get units into... Like city fight Space Marines's in buildings shooting down at cultists. :D

I have made a test and Blocking Cover allows to place buildings in it, Its just another cover type that apparently Relic never used as stealth cover.

So Fortifications can be set to use Blocking cover as a 3+ cover save, im gonna edit the Tooltips of covers so they reflect what they are in FOK
